Nicole (presenter/engineer) described Concept 1 with an overwater boardwalk, pavilions and viewing areas; Concept 2 with similar amenities but no overwater structure; and Concept 3, a larger reconfiguration that would combine two stormwater areas, add a walking trail, pavilion and limited parking but could require rerouting a block of Broadway.
Councilmembers praised the creativity and potential community benefits — including pet‑friendly space, shade and educational signage tied to stormwater systems — while expressing concerns about maintenance costs, safety and traffic impacts if Broadway were partially closed. Multiple members said they preferred Concept 2 or 3 pending traffic analysis and utility coordination; staff noted permitting requirements with the South Florida Water Management District and that stormwater functionality must be preserved.
Next steps: staff will refine concepts, evaluate permitting and traffic effects, and explore grant opportunities and materials/maintenance implications before returning to council with recommended designs and cost estimates.
