Director Tenney explained a resolution moving $4,632,591.47 in appropriations between fiscal years to account for ERP project payments, a clarifier at the South Wastewater Plant, and an injection well project at the Central Wastewater Plant; funding sources include the general fund and 2023 utility bonds. Tenney told council that some payments processed in October related to September work and needed to be reflected in FY2025 rather than FY2026.
Council also approved Amendment No. 2 to the sanitary sewer evaluation survey contract with McKim & Creed Inc., increasing the contract by $1,358,694 to a total of $2,483,012.27 and adding 365 calendar days for the next phase. Director Moulton and assistant director Jason Chandra explained the work includes a physical condition assessment, CCTV evaluation, dye testing and design work that will inform CIP planning; the effort is part of a broader $60 million, 10‑year program with a $5 million investment planned for the coming year.
Other approved items included budget adjustments establishing a COPS hiring program grant fund (Resolution 2025-129) and an on‑going piggyback agreement for water tank maintenance and athletic turf services. Council also approved a supplemental Stantec authorization ($110,701.70) for reclaimed-water meter-station design and accepted a $20,993.16 donation from Storm Smart for hurricane protection panels.
Council members asked for individual votes on some grouped budget items but staff explained the packages were combined to balance offsets. All listed motions carried by roll call or unanimous consent as recorded in the meeting record.
