COLLIERVILLE — The Collierville Board of Mayor and Aldermen on Monday approved a $94,728 contract with RAS to conduct a pavement condition index (PCI) study and provide a one‑year program to help prioritize street preservation and paving.
Josh Russell, director of public services, said the service will assess every town‑maintained lane mile, provide a PCI score for each street, recommend situational repairs and preservation options, and capture cab imagery of assets in the right of way. Russell said the study will give staff a data‑driven basis for paving decisions rather than relying solely on field assessments.
Russell said the contractor recommended repeating the study every 3–5 years (five years is "pushing it") and that the $94,728 covers the initial assessment and one year of the program; future annual renewal is expected to be about $25,000. He told the board the survey would need good weather and could start in the spring to meet the town’s fiscal‑year timeline.
Alderman Jordan asked if county or state roads would be included; Russell replied the study covers only the streets that the town maintains.
