COLLIERVILLE — The Collierville Board of Mayor and Aldermen on Monday approved a development agreement for the Thompson Machinery Subdivision, a nine‑lot commercial subdivision on about 136.15 acres north of Route 385 and southwest of Highway 72.
Steven Russell, the town’s senior civil engineer, told the board the development will include public sewer and water and that Noncona Creek flows through the property, so overall detention is not required though lot‑level detention may be needed as individual parcels develop. Russell said staff recommended approving the agreement and granting the developer’s requested waivers for certain roadway improvements because the developer is dedicating required right of way and will construct off‑site improvements that improve commercial traffic flow.
Why it matters: The developer is dedicating additional right of way and building sections of Distribution Parkway and a 12‑foot greenbelt trail along the north side of Noncona Creek, actions staff said will allow traffic to use a future Distribution Parkway connection instead of the rural section of Sycamore Road. Russell said the developer will construct the center two lanes across the Seeley property and that remaining lanes and sidewalk will be built when the Seeley property is developed.
In discussion, Alderman Jordan pressed staff and the applicant on how property access would work if the board approved the waivers. John McCarty, representing the applicant, said the construction road along Sycamore will be retained as a gated emergency access and that the project will include a bridge over Noncona Creek to connect to the new East Winchester alignment. "The bridge will be right about here," McCarty said as he described the site plan for the multiple site plans Thompson plans to submit.
Alderman Hall moved to approve the development agreement "subject to any waivers approved by the board," and the motion was seconded. The board approved the agreement on a roll call with all members recorded in the affirmative.
What’s next: As site plans come through the town’s review process, the developer will construct roads and utility extensions in phases and the town engineering department will work with the design engineer to ensure required drainage and town standards are met.
Formal action: The board’s motion approved the development agreement and the specified waivers; staff will proceed to review forthcoming site plans and coordinate required right‑of‑way dedications and construction.
