The Collierville Board of Mayor and Aldermen on Feb. 3 approved a preliminary site plan for the Center Street Lofts, a four‑story mixed‑use building proposed for 215 South Center Street in the town's Central Business District.
Assistant Town Planner Dawn Singleton told the board the property is individually listed on the National Register of Historic Places and within the local historic district. Staff said the project, proposed by McLemore and Company Realty with engineering by McCarty Granberry Engineering, would have a footprint of roughly 6,700 square feet and total building area of just under 26,000 square feet, with 12 residential units above retail and office space. Staff reported a density of about 17.14 dwelling units per acre, projected roughly 242 average daily trips, and said water and sewer hydraulic studies showed adequate capacity. Singleton said the applicant proposes 39 on‑site parking spaces and five angled on‑street spaces; she noted the zoning district does not require minimum off‑street parking but the applicant is proposing on‑site parking.
Applicant representative John McCarty described the project as a reuse of a vacant restaurant site and said his clients were providing 44 parking spots, which he described as "44 more than legally required," including 23 gated resident spots and 16 ungated spaces. He said two retail spaces are proposed at approximately 1,400 and 1,800 square feet, and that certain utility relocations (including a water line) had been planned in coordination with the fire marshal; coordination with Memphis Light, Gas & Water (MLGW) on overhead power lines is also required.
Board members asked about the effect on neighboring properties and utility coordination; staff and the applicant said impacts would be limited and that additional Historic District Commission review of exterior elevations will occur. A motion to approve the preliminary site plan was made, seconded and approved by unanimous roll call. Staff said the next steps are final site-plan and final‑plat applications and continued Historic District Commission review for exterior elevations.
