The Maine Senate voted to advance LD 19 49, the Energy Fairness Act, directing the Public Utilities Commission (PUC) to make affordability a statutory priority and increase transparency about utility practices.
Senator Carney told the chamber that "LD 19 49 strengthens the framework in which decisions are made about our electric system, ensuring that the voices and budgets of Maine households are squarely in the equation." She described provisions requiring the PUC to publish credit and collection data and develop an affordability metric to assess the impact of electric bills on residential customers.
Opponents warned that new reporting requirements could shift costs to ratepayers. Senator Harrington cautioned that mandating additional utility actions could result in expenses passed back to consumers. The Senate accepted the majority 'ought to pass as amended' report by roll call, 21 senators in favor and 12 opposed. The bill had been set for a subsequent reading and further committee follow-up on metrics and implementation.
Supporters framed the bill as a response to constituent concerns about rising electricity costs and as a tool to make rate decisions more transparent and equitable. The measure moves forward to the next legislative stages with committee oversight planned for developing technical metrics and reporting requirements.
