The City Commission approved a guaranteed maximum price agreement to restore and renovate the Wilhelmina Johnson Center, authorizing the city manager to execute a GMP with JE Decker Construction Group LLC valued at $1,863,006.84, subject to city-attorney review.
Brian Singleton, interim chief operating officer, provided historical context — the building dates to 1927 and was converted to community arts uses — and described the renovation scope: structural repairs, Spanish-tile roof restoration, new HVAC, new restrooms, ADA corrections, site improvements and a new sewer outfall connection. Singleton said work should begin in two to three months with expected completion in early 2027.
Commissioner Chestnut moved the GMP; after brief questions about footprint and the envelope study, commissioners expressed support and the commission voted unanimously to approve the GMP. Council members said the project delivers a long-promised community improvement and preserves a historic building for arts and community programming.
