Board approves $1.59 million change order for Sigman Road preliminary engineering

Director Kelly presented a change order to continue planning for phase 4 of the Sigman Road widening project. "This, portion of the project, this is for phase 4... that covers all the environmental, the design, and all those parts permits for phase 4," Kelly said, describing the work as preliminary engineering tied to a concept previously submitted to GDOT.
Change order #2 to contract 2023‑160 would add $1,593,721.23 in fees and scope for design and permitting; Director Kelly said the concept for the phase had GDOT approval and this change order covers design based on that concept. The project and the change order are funded by SPLOST.
The board took item 563 together with item 564 (a training‑facility MOU) and approved both in a single motion. A commissioner moved to approve and the chair seconded; the chair called for aye votes and the motion carried.
No amendments to the scope were recorded in the meeting discussion; staff said subsequent phases would include preliminary engineering, utilities and construction work and that additional steps and approvals will follow.
