Trustees approve disability retirement for city employee Deborah Monk

Arbel told the trustees the application, received in September, met the plan’s review steps: evidence the condition did not predate employment, medical-record findings of permanent severe functional limitation, and no expectation for improvement. The disability-review committee unanimously recommended forwarding approval to the board of trustees.
Commissioner Eastman moved that the trustees approve the application "for Deborah Monk to be effective as of 10/01/2025." The trustees voted to approve the application; the clerk recorded the motion as passing unanimously with several trustees absent (Chestnut, Duncan Walker and Engle, listed as absent in the record).
The board’s action will make Monk eligible for the plan’s disability-retirement benefit beginning on the first of the month after receipt of the application, per plan rules discussed at the meeting.
The trustees took no other action on related personnel matters during this brief session; the trustees adjourned and the City Commission convened for its regular session shortly afterward.
