A county staff member explained the three main changes: clarify the center is for residential (not commercial) use and change the name to reduce confusion; make common recycling streams (aluminum cans, glass, #1 and #2 plastic bottles, and cardboard) free of charge; and provide a four‑payment option (monthly installments) for hang‑tag fees so residents can split costs into four payments (examples given: $25 per month for a $100 fee). The staff member said signage, fact sheets, public‑relations blasts and town halls are planned to inform residents of the new approach.
The policy also retains single‑use item and bulk definitions: staff cited examples of a $5 single‑bag fee and a $10 fee for a bulk item such as a sofa, and noted EPD (Environmental Protection Division) rules prohibit accepting items that contain Freon. The board discussed outreach and voted to adopt the policy.
