The Rockdale County Planning Commission voted Jan. 8 to approve a rezoning and matching future‑land‑use map amendment for 2992 Highway 155 Southwest, clearing the way for a vehicle emissions inspection station at the convenience‑store property.
Ryan Satter, a planner with Rockdale County Planning and Development, told commissioners the application (REZ2025‑10 and FLUM 2025‑04) seeks to rezone 1.46 acres from C‑1 (local commercial) to C‑2 (general commercial) and to change the future land use designation from low‑density residential/agriculture to commercial. Satter said the nearest emissions testing site is about 5.5 miles away and staff recommended approval of the FLUM change and conditional approval of the rezoning to allow emissions testing only, with conditions including state emissions certification, business licensing, fire inspection and environmental compliance.
“The emissions testing facility shall be limited to vehicle emissions inspections only,” Satter said, summarizing staff conditions that prohibit on‑site automotive repair, require indoor storage of testing equipment and call for proper hazardous‑waste disposal in accordance with EPD and EPA guidance.
Applicant Kujinder Singh, who identified himself as the property owner and operator, described investments he has made at the site and said the planned facility would be a covered, drive‑through inspection area. Singh said inspections would be brief and would allow customers to get tests while buying fuel or visiting the convenience store. “Our current operation is 24 hours for the gasoline and the convenience store,” Singh said. “But for the emissions station, we are going to be 9 to 5, Monday to Saturday, and Sunday by appointment only.”
Commissioners sought details about the structure type and whether the facility would perform repairs; Singh and staff said the proposal is limited to testing and decal issuance, not mechanical repair, and that any future expansion of fuel pumps or additional automotive uses would require further zoning approval.
No members of the public registered to speak for or against the rezoning when the chair called for comment. The commission then moved and approved REZ2025‑10 by voice vote; the chair stated the motion carried. The commission also approved the companion FLUM amendment (2025‑04) by voice vote to keep the map consistent with the rezoning.
The commission's approval is a recommendation; the matter will be forwarded to the Rockdale County Board of Commissioners for its public hearing and final action. Staff noted that access modifications are on a GDOT‑maintained roadway and would require separate GDOT approval before any changes to access could be implemented.
