Staff recommended approval with conditions limiting the emissions testing facility to vehicle emissions inspections only (no other automotive services), requiring applicable state licensing and certifications, specifying indoor storage for related equipment, defining waste handling procedures, and allowing the planning director to require a revised site plan and approve final placement of the emissions station to address circulation and safety concerns.
One commissioner raised a safety and circulation concern about the proximity of the emissions station to the pumps and asked to defer to secure an alternate layout; the applicant’s preference and prior planning meeting discussion favored the left‑side placement for circulation reasons. The board instead added a condition making final placement subject to the planning director’s review and approval, and approved the second reading and adoption with those additional conditions on a voice vote.
