The Lake Elsinore Planning Commission approved a land‑use application to develop the Fleming and Sons Concrete Yard, a proposed construction contractor operation featuring a 7,500‑square‑foot premanufactured industrial building, an 850‑square‑foot office and outdoor equipment storage on a 1.65‑acre site at the southwest corner of West Minton Street and North Riley Street.
Planning staff presented the project and recommended approval. "Staff has determined that the proposed project complies with the city's general plan, the municipal code, and the MSHCP requirements," said Carl Serna, speaking for planning staff. Serna described site improvements including three vehicle bays, 25 new parking spaces (12 identified to store pump trucks when not in service and 13 passenger spaces), and new hardscape and landscaping intended to screen equipment storage. He said staff concluded the project is categorically exempt from the California Environmental Quality Act as an infill development under CEQA guidelines.
The chair opened the public hearing and invited comment; the secretary reported there were no requests to speak. After no public comments or commissioner questions, Commissioner Carroll moved to approve the application and Commissioner Ross seconded. The presiding officer recorded the motion as unanimously carried and closed the public hearing at 6:07 p.m.
The commission did not record additional conditions or requests for follow‑up in the hearing record. The agenda packet included one written communication from architect Kim Koon, which the commission entered into the record. The commission adjourned at 6:08 p.m.; the next regular meeting was announced for 12/03/2024 at 6 p.m.
