Lake Elsinore planning commission approves conditional use permit for CRV Recycling kiosk

The Lake Elsinore Planning Commission on Thursday unanimously approved a conditional use permit to legalize an existing CRV recycling kiosk at 16750 Lakeshore Drive.
Carlos Serna, a planning staff presenter, told commissioners the kiosk is a prefabricated, freestanding structure of 496 square feet with two enclosed roll‑off bins, proposed potted screening and hours of operation of 8 a.m. to 5 p.m. daily with one employee on site. "Staff has determined that the proposed project complies with the city's General Plan, the municipal code, and the MSHCP requirements," Serna said, adding that the project is exempt from the California Environmental Quality Act under Class 1 (CEQA §15301).
The applicant, Anna Taylor, said the company is licensed by the state and offered to make aesthetic improvements. "We collect about 16,000 pieces of recycling daily, plastic, glass, and aluminum," Taylor said, noting the operator provides buckets and mops for customer spills and schedules contractor cleaning on closed days.
Commissioners focused their questions on past problems at a prior operator’s kiosk at the same location: debris, bottles and cans causing runoff and an inability to wash down the area. Taylor said she had not been on site for six months because of a hospitalization and that the current operator is different from the previous company. Vice Chair Gray, who said he had observed the site recently, told the commission the present operator keeps the site much cleaner than before: "They're much cleaner. At this point in time...you don't see remnants of soda or any drippings on the parking lot. It's actually a phenomenal improvement compared to where it was."
Commissioner Williams asked whether the applicant had a regular power‑washing schedule in addition to daily maintenance. Taylor said the operator contracts a cleaner on days the kiosk is closed and takes care to contain rinse water on a sloped site rather than allow runoff to the street.
After brief discussion, Chair Peters closed the public hearing at 6:10 p.m. Commissioner Carroll moved to approve the staff recommendation; Commissioner Ross seconded. The motion carried unanimously. The commission adopted the resolution to legalize the existing CRV kiosk.
The meeting concluded with a short staff holiday remark and a farewell from Vice Chair Gray, who said this may be his last meeting as a planning commissioner. The commission adjourned and is scheduled to meet again in the new year.
