Rockdale commissioners approve resolution to pursue Conyers–Rockdale regional land bank

The Rockdale County Board of Commissioners voted Oct. 28 to approve a resolution directing county staff to work with the City of Conyers on an intergovernmental agreement to create the Conyers–Rockdale Regional Land Bank Authority.
“I am very excited about this opportunity to collaborate again with the city of Conyers,” Chair Janice Fanas said, describing the land bank as “another tool in our toolbox for the economic development we want to see.” Fanas said a land bank would allow the county to place certain county-owned or blighted properties into the authority after required notifications and procedures.
Commission discussion included questions about benefits and follow-up; one commissioner moved to defer the item to obtain more information, but another moved to approve the resolution as presented. The board recorded the motion, a second and a voice vote; the motion carried.
The resolution directs staff to pursue an intergovernmental agreement with Conyers and to return with details for how the land bank would be created and operated. The board did not adopt implementing rules or transfer property during the meeting; staff training and further briefings were referenced by Fanas as forthcoming.
Next steps, as described by the chair, include staff follow-up and additional information to be provided to commissioners after an upcoming training Fanas said she would attend.
