Council approves $200,000 amendment to protect health department facility as bids are opened

Stan Heil said the county was awarded bond proceeds and had rolled CARES Act dollars and other funds into the bond account, leaving about $1.6 million currently available while bids are prepared. He told the council some expenses (utilities, basic repairs and limited in-house cleanup) needed immediate coverage to protect the facility and allow work to continue. "We were given a little bit of latitude to go ahead and get those components on to protect the integrity of the building," Stan said.
Council members expressed concern about appropriating funds for office equipment and nonessential items before construction bids are opened next week. One council member asked what was absolutely necessary to avoid hindering progress; another suggested limiting action to utilities and repairs while deferring equipment purchases until after bids. After discussion, a motion was amended to approve $200,000 total (split $100,000 repairs/maintenance, $100,000 utilities) and to remove office equipment and other uncertain line items from the current appropriation. The amended motion carried by voice vote.
Council members requested staff bring bid results and a line-by-line justification back to the next meeting; staff confirmed bids will be opened at the commissioners' meeting next Tuesday. Several members also discussed the possibility of bonding the full authorized amount to create additional contingency if bids exceed current fund balances.
The appropriation approved at this meeting is an interim step intended to secure essential utilities and immediate repairs. Staff said more comprehensive construction appropriations and contract awards will follow once bids are opened and the council and commissioners review detailed cost estimates.
