Floyd County Council approves year‑end appropriations, transfers and appointments

The Floyd County Council approved a suite of year‑end budget moves and appointments at its Dec. 9 meeting, including targeted appropriations, cross‑category transfers and temporary subscription renewals.
Council members voted to approve an appropriation of $19,500 for a medical‑services line used to care for inmate patients online and a reduced transfer of $140,000 to shore up a 2025 budget shortfall. The motions were moved and seconded and carried by voice vote.
Auditor Diana explained the transfers and appropriations were largely cleanup items related to the county’s transition to a new payroll and budgeting system and to obligations the county is already carrying into the close of the year. She told the council that some of the benefit lines required adjustments because life‑insurance and deferred‑compensation contract changes were not budgeted earlier in the year. Diana summarized projected figures for those adjustments as FICA $57,000; health insurance $65,000; deferred comp $55,000; and other longevity and payouts that together cover the last payrolls of the year. (Those line‑item figures were presented during the meeting; the council approved the related motions.)
The council also approved the creation and funding of a debt service reserve fund tied to the County Road Bridge Projects Series 2024 bond. Diana said funds currently held in account 9162 will be appropriated into the newly created reserve in accordance with the bond documentation so a required reserve balance exists in the correct fund.
On public‑health spending, the council approved a one‑year renewal from the unrestricted opioid oversight fund to continue subscriptions for specialized digital tools (named in the meeting as GrayKey and Magnet). Diana and the opioid oversight committee approved the renewal with the condition that the county identify a new funding source for those subscriptions before the next renewal in 2026.
Several other line transfers and housekeeping items were approved, including transfers for community corrections and New Albany township payroll administration during its transition away from Floyd County payroll. The council also approved an appropriation to cover a previously adopted salary ordinance for the public defender so payroll for that office aligns with the ordinance already in effect.
The council handled appointments to a range of boards and commissions during the same session, confirming incumbents for redevelopment, planning, soil and water and other county bodies; some appointments were deferred to January when candidates or terms require follow up.
All motions referenced above were presented, moved, seconded and carried by voice vote during the Dec. 9 meeting. The council adjourned following a brief public comment period that included praise for county facilities staff.
