Clinton County Legislature approves resolutions; authorizes airport travel and appoints highway superintendent

Chairperson Harry McManus called the meeting to order at 7:06 p.m. and County Administrator Michael E. Zurlo conducted roll call. Legislator Jonathan Beach arrived after roll call at 7:09 p.m.
Legislator Mark Dame moved to accept the minutes of the Dec. 27, 2018 regular session; Legislator Mark Henry seconded. The motion carried with a recorded result of 9-0-1.
By consent the Legislature approved Resolutions #11 through #23 and later Resolutions #25 through #30 and #32; the transcript records these items as approved without substantive discussion.
Legislator Pete Keenan moved Resolution #24, "Authorizing Out-of-State Travel - Plattsburgh International Airport," seconded by Legislator Mark Dame. Legislator Christopher Rosenquest asked whether the resolution covered both conference attendance and travel costs; County Administrator Michael E. Zurlo replied that "the cost includes all travel expenses." The motion carried 10-0-0.
Legislator Christopher Rosenquest then moved to Waive Rule 13.2; Legislator Robert Hall seconded and the motion carried 10-0-0.
Legislator Jonathan Beach moved Resolution #31, "Approving Appointment of County Highway Superintendent (PCN 2193) - Highway Department," seconded by Legislator Rob Timmons. Chairperson McManus thanked the legislators who participated in the interview process and said it was "a very good interview." Resolution #31 carried 10-0-0.
There being no further business, Legislator Mark Dame moved to adjourn at 7:15 p.m.; Legislator Mark Henry seconded. The motion carried 10-0-0.
