Councilors debated how to appropriate $2 million of newly available GO bond proceeds intended for capital improvements and decided to remove item 4c from tonight’s agenda so the auditor’s office can re-advertise the appropriation with project-level detail.
Staff explained the $2 million would be split between commissioners and the council (account codes 0068 and 0061) and that typical projects include IT upgrades and sheriff vehicle purchases. One council member urged that specific projects and line items be listed so spending can be tracked; another member argued that a single fund line makes it easier to report spending and avoids creating unused lines. Auditor staff said the bond proceeds already sit in the fund (received before Christmas) but have not yet been appropriated.
After discussing reporting and coding constraints in the county’s financial system, the council voted to remove (withdraw) 4c from the current agenda and asked the auditor to re-advertise the appropriation with project-level lines within 14 days so council members can identify the specific projects and amounts that will be spent this year.
Council members also discussed that appropriations do not themselves spend money without later approvals and that the auditor's office will not disburse funds from any council-coded lines without explicit council authorization.
The removal means the $2 million appropriation will return to a future meeting — staff said it is expected to be re-advertised and considered at the next iteration (February) with more granular line items.
