Floyd County commissioners approve local business loans, $990,514 security contract and sheriff legal contract

Floyd County commissioners approved several economic and administrative items at their Jan. 6, 2026, meeting, including two forgivable loans to local businesses, a nearly $1 million security contract for the county’s new Government Center and a legal-deputy contract for the sheriff’s office.

Nick Creevy presented an economic development agreement for Proper Pilots, a company developed at the Whistle Stop Innovation Center and the Whistle Stop Co Workspace. Creevy described two $25,000 forgivable loan tranches and a 12‑month rent-free period at the workspace. The forgivable terms require Proper Pilots to purchase a lot in Nova Park, buy a commercial building in unincorporated Floyd County and operate there for two years; if the business relocates or closes the loan must be repaid. Creevy said the loans come from the redevelopment commission’s revolving loan fund, which was seeded with state and Economic Development Administration funds.

Mr. Tweed, who identified himself as a flight-school owner associated with Proper Pilots, said the company is focused on upgrading training systems to improve instructional quality and safety. “We're kinda changing that dynamic, so that we're creating better pilots for safer skies and customer care,” he said. The board moved to approve the Proper Pilots agreement and approved it by voice vote.

Creevy then presented execution of a previously negotiated economic-development agreement with Redwire. That agreement provides a $312,500 forgivable loan with a 5.5% annual interest schedule that is paid on an annual basis but waived so long as Redwire remains open and operational at Miffle Park; the loan is forgivable after seven years of continuous operation at that site. Creevy told the board Redwire’s agreement does not include employment or payroll metrics tied to forgiveness. Commissioners moved and approved the Redwire loan execution by voice vote.

On capital spending, Creevy presented a service proposal from System Integration Resources for access control and video surveillance at the Chase Building, the county’s new Government Center. The total cost presented was $990,514.75, with equipment and materials listed at $54,000 and installation at $36,000; a $175 monthly hosting/service fee for cloud access and ongoing services was discussed. Funding for the contract was identified as coming from the building fund. The board moved to accept the proposal and approved it by voice vote.

A representative of the sheriff’s department—speaking on behalf of Sheriff Bush—asked for approval of a legal-deputy contract with Mr. McKee to provide counsel to the sheriff’s office; the cost will be paid from the commissary fund. The board approved that contract by voice vote.

The board also approved routine items including minutes from Dec. 16, 2025 and payroll and claims. The meeting ended after one resident’s public-comment request about vehicle-bidding procedures and a brief exchange about procurement thresholds and how vendors can register interest.
