The Vanderburgh County Council unanimously adopted Ordinance CO01-26-001 on Jan. 7, which suspends most county hiring and establishes procedures for council review before filling vacancies.
Council members discussed whether the ordinance would impede recruiting for critical public-safety roles. Staff and council clarified that the county previously carved out automatic replacement authority for some public-safety positions (including confinement officers and certain court staff) so those roles are not subject to the 60-day review window. The council noted that extraordinary circumstances can be addressed by amendment if specific positions need explicit exemption.
A council member raised concern that a 60-day review could hinder hiring for competitive positions such as prosecutors or public defenders; staff replied that the ordinance can be modified to add narrow exemptions in the future. After discussion, the council approved moving the ordinance on first and final reading and then adopted it by roll call, recorded as unanimous.
The ordinance is intended to keep the council informed about staffing decisions and give members an opportunity to question whether a vacancy should be filled. The council noted it has historically seldom blocked requests and that the measure primarily preserves oversight.
