Cramerton approves $743,200 supplemental agreement for Riverlink Trail after design update

Commissioner Richard Atkinson moved to approve the supplemental agreement for NCDOT TIP Project C-5704; Commissioner Houston Helms seconded and the motion carried 5-0.
The vote followed a presentation from consultants with Withers Ravenel — identified in the meeting as Cindy S. and colleagues Cameron and Freddy — who updated the board after a prior 60% design review revealed a higher-than-expected increase in material costs. The consultants presented two alternate, lower-cost materials for the greenway and said Cindy’s team will serve as the design team going forward. Commissioner Kincaid said the alternatives “give us good options.”
Town staff told the board the additional funds are required to make the CMAQ (Congestion Mitigation and Air Quality) supplemental allocation available for construction and related work on the Riverlink Trail Extension. The board did not request a separate public hearing before approving the supplemental agreement.
The supplemental agreement was listed on the agenda under "CMAQ Revised Agreement" and references NCDOT TIP Project C-5704 and the Riverlink Trail Extension. The board’s approval increases the project budget by $743,200 to incorporate the newly awarded CMAQ funds and the lower-cost material options presented by the consultants.
Next steps the board discussed included directing staff and the design team to finalize materials and report back to the board as design work progresses. No additional motions or amendments to the agreement were recorded at the meeting.
