Clinton County Legislature approves bulk of agenda, awards airport parking-lot bid and authorizes training dues

The Clinton County Legislature approved a broad package of resolutions during its March 14, 2018 regular session, awarding an airport parking-lot contract, authorizing membership dues for law-enforcement training and concurring with Clinton Community College on an emergency boiler project, while holding an executive session to discuss pending litigation.
The body carried Resolutions #174 through #204, and later approved the remaining slate of routine measures reported from committees. The minutes show the meeting approved Resolutions #206–#213 and #216–#241; Resolution #214 and Resolution #233 were withdrawn. The meeting record shows most votes carried unanimously (9-0-0) with Area 3 vacant.
Legislator Robert Hall and others secured a lower-than-estimated bid for rehabilitation of the Central Airport parking lot and access road (Upstate Airport Initiative Bid Package No. 8). County Administrator Michael E. Zurlo told legislators the bid came in considerably below the engineer's estimate, which will provide flexibility for project spending; Legislator Simon Conroy congratulated Hall and the grant-writing team.
The Legislature also approved payment of membership dues for the Sheriff's Department to enable firearms training. Mr. Zurlo said the memberships enable training opportunities and that the County purchases the dues to allow the training to proceed.
Several items were withdrawn or clarified. Resolution #233, which would have had Clinton County perform sponsor responsibilities for town and village culvert replacement projects under the 2018 Bridge NY Program, was withdrawn after Mr. Zurlo said New York State will complete the work and county involvement is not required. Resolution #214 was also withdrawn earlier in the meeting.
The minutes record that County Attorney James Coffey requested an executive session to discuss litigation involving Luck Brothers, Inc., the Empire Chapter Associated Builders and Contractors, and the County; the record shows the body entered and exited executive session. The meeting also included routine committee and liaison reports on public health, transportation and workforce development, and scheduling notices for upcoming committee meetings and a Shared Services meeting with town supervisors.
