Clinton County Legislature approves wide slate of resolutions, hears project and budget updates

The Clinton County Legislature approved a large package of resolutions and received updates from committees at its regular meeting July 11 in Plattsburgh.
Chairperson Harry McManus called the session to order at 7:02 p.m. and County Administrator Michael E. Zurlo conducted roll call. Legislator Robert Hall moved to accept the minutes of the June 27 regular session; the motion, seconded by Legislator Pete Keenan, carried (9-0-1).
Multiple standing committees reported on projects and recommendations that were placed on the agenda. Legislator Rob Timmons said the Buildings and Grounds Committee was updated on the Old Court House Exterior Renovation Project and the Human Services Center Lounge and Annex Renovation Project and placed Resolutions #524–#526 on the agenda. Legislator Simon Conroy reported the Economic Development and County Operations Committee heard an update from County Historian Anastasia Pratt on the Walking Trail Sign Project and that interviews for the Director of Economic Development were held July 10. Legislator Christopher Rosenquest said the Finance Committee will host representatives from auditing firm Lumsden and McCormick and Clinton Community College at its Aug. 1 meeting to review audit findings and the college's 2018–2019 budget request.
Legislator Patty Waldron reported the Health Committee met July 3 with Public Health Director John Kanoza and Community Services Director Richelle Gregory; the committee recommended Resolutions #534–#540. Legislator Rob Timmons reported transportation-related resolutions (#568–#574) from the county highway and transit staff were placed on the agenda after the Transportation Committee meeting on July 9.
Legislator Mark Dame and Legislator Rosenquest told the Legislature they met with Clinton Community College leadership about the college's budget request and noted that the college plans to sell dorms located at the former Plattsburgh Air Force Base; the college intends to keep one dorm open for fall 2018 and has arranged accommodations for spring 2019.
County Attorney James Coffey asked the Legislature to move into executive session to discuss collective negotiations with the Correction Officers' Unit, litigation involving Murnane Contractors, Inc., and a former employee's work history. The Legislature entered executive session at 7:32 p.m., returned at 8:42 p.m., and adjourned at 8:43 p.m. The record notes that Resolutions #524 through #586 were approved during the meeting.
What happened next: committees listed dates for future meetings, and several agenda items (including the Clinton Community College budget review and audits) will return for further committee or plenary consideration.
