Fulton County commissioners approve routine business, authorize Krivak Trust aid up to $35,000

McConnellsburg, Pa. — The Fulton County Board of Commissioners met March 3, 2026, and moved through routine administrative business while approving several personnel and financial items, including authorization of a Krivak Trust payment up to $35,000.
Commissioner Randy H. Bunch called the meeting to order at 8:30 a.m. The board voted unanimously to approve the Feb. 24, 2026 minutes and Accounts Payable dated March 3, 2026 totaling $335,634.88 across county funds. Commissioners also approved payroll dated March 6, 2026 in the amount of $132,711.81.
The board accepted a letter of retirement from Domestic Relations Director Tina Gress, who told commissioners she has worked since her teens, including for the Fulton County Newspaper and as a realtor, and serves on the Fulton County Medical Center board. Commissioner Bunch moved to accept Gress’s retirement effective July 11, 2026; the motion carried unanimously.
On personnel, the commissioners voted to hire Laurel Griest as Office Deputy I in the Prothonotary’s Office, effective March 4, 2026, following a recommendation from HR Administrator Mary Huston. A brief Salary Board set the new hire’s salary.
Financial and administrative approvals included a lease from DBB (Doing Better Business) for a printer for Magisterial District Judge Heming’s office with a total contract price of $3,647.00 and a Plan Asset invoice from Conrad Siegel paid from plan assets for $3,844.25; both motions passed with all in favor. The board also approved the February 2026 Pension Fund report as presented by HR Administrator Mary Huston.
Commissioners authorized a CDBG Delegation of Signing Authority form so HR Administrator Mary Huston, Commissioner Steven L. Wible and Commissioner Randy H. Bunch may execute invoices for submission to SEDA COG.
Human Services Director Julie Dovey requested approval of a Krivak Trust application. Commissioner Hervey P. Hann moved to approve and execute the Krivak Trust request up to a maximum of $35,000; the board approved the action unanimously. County staff noted applicant details are confidential under HIPAA.
The board also approved a burial expense application for veteran Gary Allen Myers, who served in the U.S. Air Force during Desert Shield/Desert Storm.
Commissioners heard an insurance briefing from County Coroner Berley Souders and his insurance representative related to on-call duties, and a progress update from Building and Maintenance Director Brad Seville on Phase II renovations for the county’s newly purchased building on Lincoln Way West in McConnellsburg. There was no formal vote on the renovation update.
The board entered executive session on personnel matters twice during the meeting and reconvened both times. The meeting adjourned at 1:03 p.m.; minutes are on file with Chief Clerk Stacey M. Shives.
