City updates Eddie Vickers and Dr. Robert B. Hayling park projects; gazebo, kayak launch and playground timelines noted

Summary
City staff reported near‑final permits for the kayak launch and Hayling Plaza, small gazebo renovations at Eddie Vickers Park and removal of dilapidated playground equipment; the dog park is planned but will follow the kayak‑launch construction.
Jamie Perkins updated the steering committee on park projects in Lincolnville, saying permits are nearly complete for the kayak launch at Eddie Vickers Park and for the Dr. Robert B. Hayling Plaza, and that staff are preparing separate construction documents so individual elements can be bid and built in phases.
Perkins said crews have begun small renovations to the Eddie Vickers gazebo and that the city removed playground equipment near the Willie Gallimore Center because it was in a dilapidated state. “We do have signage up that shows what the new playground equipment will look like,” she told the committee and estimated replacement would likely happen by spring, but “probably won't happen before March” and could be more likely in April.
Perkins said a dog park is planned but recommended delaying its installation until after the kayak launch and related parking and staging work because part of that area will be used as a laydown yard during construction. She named Kristen Odom, events venue coordinator, as the primary contact for gazebo rentals after renovation.
What’s next: staff will finalize construction documents, pull discrete bid packages for Hayling Plaza and the kayak launch, complete gazebo renovations in the spring and schedule playground replacement, and bring bids and timeline updates to the CRA for budgeting and procurement.
