St. Augustine City Commission adopts fiscal 2025 budget ordinance

The City Commission of St. Augustine adopted Ordinance 2024-29 at a special meeting on Sept. 19, 2024, ratifying and approving the annual budget for fiscal year 2025, Finance Director Melissa Burns said.
"This ordinance ratifies and approves the annual budget for fiscal year 2025, which begins 10/01/2024 and ends 09/30/2025," Melissa Burns said, noting the budget is identical to the version presented at prior budget workshops and the Sept. 5 meeting.
A commissioner moved to approve Ordinance 2024-29 at second reading; the motion was seconded and the ordinance was read into the record. The ordinance language, as read aloud, authorizes the city manager to transfer appropriations within an activity or subactivity for equalization, permits overexpenditure to the extent that actual revenues exceed the adopted budget, cancels unencumbered appropriations (with limited exceptions) as of Sept. 30, 2024, directs the director of finance to transfer remaining appropriation credit balances to unappropriated surplus, and includes standard severability and repeal clauses.
The clerk recorded 'Yes' votes from Commissioners Barbara Blonder, Roxanne Horvath and Cynthia Garris; the chair then adjourned the meeting. No public comments were recorded for the budget hearing. The ordinance is effective upon passage and will be signed by Vice Mayor Roxanne Horvath on behalf of Mayor Nancy Sykes Klein, per the reading of the ordinance.
