Commission tightens neighborhood grant rules: adds qualifying score, excludes for-profits and rolls unspent funds into next year

The City Commission approved changes to the neighborhood grant program aimed at improving competitiveness, transparency and program longevity.

Jamie D. Perkins, Neighborhood Services and CRA Manager, reviewed the program's inaugural cycles: five awards funded at a total of about $10,243, with projects ranging from fence replacement and cleanup to a Juneteenth event that drew more than 500 attendees. Perkins recommended removing the $1,000 minimum award so small projects can be funded, clarifying that the program will not reimburse projects already completed, and adding a qualifying cumulative score — she proposed a 15-point minimum — so low-scoring applications would not be funded when the program is oversubscribed.

Commissioners debated whether projects must provide direct public access. Several commissioners supported flexibility for community gardens and neighborhood projects that provide public benefit even if membership-limited, while others cautioned about gating and inequitable benefits. The commission directed staff to exclude for-profit organizations from eligibility, to roll any unspent program funds forward into the next fiscal year rather than returning them to the general fund, and to make administrative clarifications to the eligible vs. noneligible language before posting the next application cycle.

Perkins said staff will continue to provide technical support to applicants and share evaluator comments with applicants to improve future submissions. The commission approved the administrative changes on a roll-call vote.
