Cramerton Town Council held a special budget retreat on March 11, 2023, in the River Room in McAdenville. Mayor Nelson Wills opened the meeting at 9:00 a.m., and facilitator Leamon Brice reviewed the day's agenda and goals.
Over the morning and early afternoon the council heard departmental briefings and budget requests. Chief Brad Adams presented a Police Department update and discussed budget needs; council members asked questions about staffing and operations. Public Works Director Rodney Baker outlined needs for the Public Works Department and responded to council questions about infrastructure and maintenance priorities. Fire Chief Lance Foulk briefed the council on the Fire Department's budget and operational requirements.
Town Manager Zach Ollis presented an overview of the general government budget and later delivered a preliminary town budget that addressed the operating budget, personnel costs, capital needs and implications of property revaluation and the town's tax rate. Council members and staff discussed those themes and agreed that several questions would be taken up later in the retreat's preliminary budget conversation.
Wes Wood presented the Parks and Recreation budget and described program and maintenance needs. Assistant Town Manager Josh Watkins briefed the council on Planning and Zoning budget items and separately on the Stormwater Program's budget and operational needs; councilors followed with clarifying questions in each presentation.
No formal votes, motions or ordinance adoptions are recorded in the transcript of the retreat. Mayor Nelson Wills adjourned the meeting at 2:00 p.m.; Town Clerk Hannah Brown attested to the minutes. The council deferred several budget details for further discussion during follow-up budget sessions.
