Fulton County commissioners approve hires, grant agreement and policy updates

The Fulton County Board of Commissioners on Jan. 13 unanimously approved routine minutes and $135,622.38 in accounts payable, hired a union Enforcement Officer and adopted several administrative and policy items affecting county operations.
Interim County Treasurer Amy Bishop presented the office report for the month ending Dec. 31, 2025. The board approved payment of accounts payable totaling $135,622.38, with the General Fund portion listed as $66,644.09 and capital projects at $64,720.44.
Domestic Relations Director Tina Gress requested authorization to fill a vacant Enforcement Officer 1 position. Commissioner Randy H. Bunch moved to hire Angie Horton for the position, effective Jan. 26, 2026; the motion passed unanimously. A brief Salary Board meeting set Horton’s salary according to the Collective Bargaining Agreement.
Julie Dovey, Executive Development Director, presented the 2025–2030 Franklin/Fulton Grant Agreement #4100101172, which designates Franklin County as the "single county authority" for the Drug & Alcohol Program. Commissioner Bunch moved to approve and execute the agreement; the board voted in favor.
The board approved administrative policy updates in human resources. Commissioner Hervey P. Hann moved to approve the 2026 pay scale and a revision to the HR Manual (Section 212) establishing an employee health-insurance opt-out payment. The adopted opt-out language reads in part: "Opt-out of health insurance: Effective January 1, 2026, any eligible employee waiving health insurance coverage will receive a monetary payment that is pro-rated according to what is waived for that year. The maximum amount paid in a calendar year will be $1,020 ($85/month)." Both measures were approved unanimously.
Other approvals included the CCAP PCoRP second-installment invoice for $45,442.00 and a renewal quote for ASPIRE two-factor authentication as submitted by Rick Grissinger, Elect IT. The board approved an Application for Burial Expenses for Veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis. A revision to the LERTA application was approved to read "Inspection by Zoning Officer or Fulton County Planning." The board also approved the SAP&DC invoice for local county/transportation support in the amount of $8,598.00.
Commissioner Bunch moved to accept Ronald Richards as the real estate agent for the property at 119 N. 2nd Street, McConnellsburg, with his quote at 3% of the total sales; that motion carried. The board conducted multiple executive sessions for personnel matters during the meeting and adjourned at 11:33 a.m.
