The Clinton County Legislature held its regular session June 27 in Plattsburgh and approved a slate of resolutions, confirmed an information-technology appointment and recorded committee and liaison updates.
Chairperson Harry McManus opened the meeting and the Legislature approved the June 13 minutes by voice vote, 10-0-0. The body then heard a series of committee reports, including an airport update, committee meeting schedules and community-liaison reports on the Board of Health, Cooperative Extension and regional planning groups.
Among liaison reports, Legislator Jonathan Beach told colleagues the Board of Health discussed a rise in sexually transmitted diseases and reported that it has prohibited the sale of "Dragon's Breath," a snack made by soaking cereal in liquid nitrogen that can cause burns if residual liquid nitrogen is ingested or inhaled.
The Legislature recorded the approval of Resolutions #491 through #511. Resolution #512, "Authorizing the County Treasurer to Decrease Appropriation and Corresponding Revenue for the Community Development Block Grant (CDBG) - Planning Department," was moved by Legislator Christopher Rosenquest and seconded by Legislator Simon Conroy. Deputy County Administrator Rodney Brown told the Legislature the change "does not affect funding" for other CDBG work, explaining the Country Sky Mobile Home Park project is funded through public-works CDBG dollars while home-ownership CDBG funding is separate.
The Legislature waived Rule 13.2 on a motion from Legislator Robert Hall (seconded by Legislator Jonathan Beach) and approved Resolutions #516 through #520. Resolution #521, "Authorizing the County Treasurer to Adjust Funding Sources for the Capital Project titled, 'Passenger Terminal Expansion Construction Project' - Plattsburgh International Airport," was moved by Legislator Robert Hall and seconded by Legislator Mark Dame. County Administrator Michael Zurlo said the resolution accounts for Federal Inspection Station (FIS) funding from New York State and reduces the county's borrowing for the project.
Resolution #522, approving the appointment of the Director of Information Technology, was moved by Legislator Mark Dame and seconded by Legislator Rob Timmons. Legislator Christopher Rosenquest recognized County Administrator Michael Zurlo and outgoing Director Barbara Foster for their roles in identifying qualified candidates. Julia Devine of Outside Art thanked the Legislature for support of public murals and asked permission to include legislators' names on a new mural; Chairperson McManus called the art "part of the Plattsburgh personality."
The Legislature entered executive session at 7:28 p.m. to discuss Fixed Base Operator contract matters and personnel history and exited at 8:50 p.m. Following executive session, the body returned to open session and completed the remainder of its business. The meeting adjourned at 9:03 p.m.
