Legislature moves through committee and liaison reports; budget review and jail treatment grant noted

Clinton County legislators used their July 25 regular session to receive a series of committee and liaison reports, to note upcoming meetings and to record several routine approvals.
Legislator Christopher Rosenquest told colleagues the Finance Committee was polled on Resolution #588 and said the committee will meet Aug. 1 with auditors Lumsden & McCormick and Clinton Community College representatives to review audit findings and the college’s 2018–2019 budget request. Legislators Mark Dame and Rosenquest met with Clinton Community College President Ray DiPasquale and Comptroller Randy Martin about the request; Rosenquest noted the College’s board had passed its budget on July 24.
Legislator Simon Conroy reported the Community Services Board discussed Clinton Community College’s proposed housing complex and a $150,000 grant from New York State to provide addiction treatment for inmates and support reentry services. County Administrator Michael E. Zurlo reported Department Heads will meet Aug. 1 to start the county’s annual budget review.
On the consent side of the agenda, Resolution #587 was approved; Resolutions #589 through #603 were also approved later in the meeting and Resolution #604 was approved after the Legislature agreed to waive Rule 13.2 by motion of Legislator Robert Hall, seconded by Legislator Jonathan Beach (waive motion recorded as carried 10-0-0). The minutes show the meeting adjourned at 7:17 p.m. after a motion by Legislator Rosenquest, seconded by Legislator Patty Waldron (carried 10-0-0). Several resolutions were listed as approved in the public minutes but the roll-call tallies for those individual resolutions are not specified.
