Fulton County commissioners approve payroll, festival lease and multiple contracts; table Pressley Ridge agreement

The board approved routine business early in the meeting. Commissioner Steven L. Wible moved to approve the Feb. 10, 2026 commissioners' minutes; the motion carried by unanimous voice vote. Commissioner Hervey P. Hann moved to approve payroll dated Feb. 20, 2026, in the amount of $126,643.71, and to approve accounts payable dated Feb. 17, 2026, in the amount of $115,002.69. The accounts payable listing included Fund 100 General Fund $87,536.62 and itemized entries for Liquid Fuels, the SFC Technology Grant, SFC Evidence Based Practice, Law Library, 911, Hazmat and Debt Service. Each motion was recorded as 'All in favor.'
The board met with Public Defender Phil Harper and Administrative Assistant Cheryl Deshong to review office matters related to the Indigent Defense Grant. Commissioner Hervey P. Hann moved to reaffirm that the Public Defender's salary will reflect a 40-hour work week effective Jan. 1, 2026; the motion passed by unanimous voice vote.
Following a closed executive session for personnel matters from 8:33–8:59 a.m., the board took several administrative approvals. Commissioner Hann moved to approve and execute a McConnell Park lease submitted by the Fulton County Chamber of Commerce and Tourism for the Strawberry Festival set for June 11–13, 2026; the motion passed.
The board also approved a contract with CES Engineering, LLC for engineering services at the Warfordsburg Senior Center CDBG project not to exceed $15,000, and retroactively authorized Chief Clerk Stacey M. Shives to sign a CDBG Exempt Status Determination and Mitigation Measures and Conditions Form. Commissioner Bunch made the retroactive-authorization motion; it carried by unanimous voice vote.
The meeting returned to closed session at 9:22 a.m. for legal matters and exited at 10:21 a.m., with no additional details disclosed in the public minutes.
In later business the board approved a $6,467.15 furniture purchase request from Domestic Relations Director Tina Gress to be funded from the Title IV-D Incentive Account, and approved a Wessel & Company invoice for CFO services in the amount of $4,340.00 for January 2026. Commissioner Steven L. Wible moved to table a contract between Pressley Ridge and Fulton County for services for children until more information is gathered; the motion to table was recorded as being passed by unanimous voice vote.
Commissioner Bunch moved to adjourn the meeting at 11:22 a.m.; the motion carried.
