Fulton County commissioners adopt 2026 bylaws, reappoint officials and set committee assignments

The Fulton County Board of Commissioners convened its annual reorganizational meeting on Jan. 6, 2026, at the commissioners' office in Fulton County and unanimously adopted the board’s 2026 bylaws.
Commissioner Randy H. Bunch moved to adopt the 2026 Board of Commissioners bylaws pursuant to provisions in the County Code and the Act of August 9, 1955 (16 Purdon, Section 503 and 509 as amended); the motion carried with all commissioners voting in favor. The action establishes the board’s rules for conducting business during 2026.
Commissioners also completed a slate of reappointments and contract renewals for the year. Commissioner Hervey P. Hann moved to reappoint Solicitor Jim Stein of DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director and Interim County Treasurer Amy Bishop; Chief Assessor Melissa Gordon; and Director of Veterans’ Affairs Richard Newman. County engineering services were continued with Keller Engineers and CES Engineering; the Sealer of Weights and Measures was recorded as the Pennsylvania Department of Agriculture. Commissioner Steven L. Wible moved to reappoint Amy Bishop specifically as Interim County Treasurer for 2026. All motions passed unanimously.
The board designated committee and board assignments for 2026, including the Permanent Salary Board (all three commissioners); the County Treasurer Retirement Board (all three commissioners, the chief clerk and the county treasurer); the Assessment Appeals Board (all three commissioners); and named Commissioner Bunch as chair of the Board of Tax Revision and Assessment. Commissioners were assigned to regional and advisory bodies including the Southern Alleghenies Planning & Development Commission committees, the Franklin/Fulton Drug & Alcohol Advisory Board, the Huntingdon-Bedford-Fulton Area Agency on Aging Board and other entities; the transcript lists full assignments in the meeting minutes.
The board held separate reorganizational sessions for the Salary and Retirement Boards at 9:00 a.m., with separate minutes recorded.
