Committee hears bill to clarify campaign-committee definitions and reporting rules

Representative Philip Buller King presented House Bill 2301, saying the measure modernizes campaign-finance definitions to reflect current political activity and clarifies when indirect or in-kind expenditures trigger reporting obligations. King said the bill would distinguish candidate committees, continuing committees, and other political entities and would apply certain rules to continuing committees to close definitional gaps left by prior changes.
A concrete example King offered concerned the ambiguity created by small in-kind purchases: "One of the examples that was given to me was if somebody were to buy stamps on behalf of sending out a mailer for or against a candidate or for or against an issue," he said. "The problem is it's just the ambiguity of the law is creating situations where people may or may not be following the rules." King said HB 2301 aims to provide clarity so compliance and enforcement are consistent and predictable.
Arne C. ACDinos, the state public advocate, testified in support and said he favored transparency and additional changes to address recurring donations that may target elderly out-of-state donors. The committee concluded the hearing after sponsor testimony and a supporter; no opposition testimony was reported in the hearing record.
