Clinton County Legislature approves airport bond, grant application and several contract actions

The Clinton County Legislature on Nov. 20, 2017 approved a series of resolutions that included issuing $373,412 in serial bonds for reconstruction of the Aircraft Rescue and Fire Fighting building at Plattsburgh International Airport and authorizing a statewide interoperability grant application to cover lease costs if the grant is awarded.
County Administrator Michael Zurlo told the Legislature the bond authorization is intended to "maximize utilization of the State Grant," and that the interoperability grant, if approved, would be used to pay lease costs. Resolution #957 authorized the $373,412 serial bonds and carried 10-0-0; Resolution #937, the interoperability grant application, carried 10-0-0.
Other routine matters cleared the agenda. Resolutions #900 through #920 and #922 through #936 were adopted as read. Resolution #921, authorizing rental of equipment for the airport, passed with a vote of 9-0-1 (Legislator Mark Dame abstained). The Legislature also approved Resolutions #938 through #956 and amended a prior Treasurer’s Office contract term (Resolution #960) after Deputy County Administrator Rodney Brown explained the item is an administrative correction to reflect a five‑year term rather than four; that amendment carried 10-0-0.
The airport committee report noted Airport Manager Chris Kreig reviewed a suite of airport resolutions and discussed the Upstate Airport Initiative (UAI) in executive session with consultants C & S Engineers, Inc. and Volaire Aviation, Inc. County Attorney James Coffey requested an executive session during the meeting to discuss litigation involving Empire Chapter Associated Builders and Contractors and Luck Brothers, Inc. The Legislature entered executive session at 7:33 p.m. and reconvened at 7:45 p.m.
A number of standing committees provided scheduling and agenda updates: Finance announced dates to begin review of the Recommended 2018 County Budget; Transportation and Planning staff presented multiple contract and grant authorizations; and Public Safety staff reviewed several public‑safety and child advocacy items scheduled as resolutions.
The Legislature adjourned at 7:46 p.m. on a motion by Legislator Christopher Rosenquest, seconded by Rob Timmons. The minutes were signed by Toni Moffat, executive secretary to the county administrator.
