Clinton County Legislature approves jail conveyance, schedules public review of solid waste plan and raises nursing-home room rates

The Clinton County Legislature voted unanimously on Nov. 8, 2017 in Plattsburgh to approve several measures, including authorizing the county to accept conveyance of a 1986 jail complex, arranging a public review period for an updated Local Solid Waste Management Plan and increasing room-and-board rates at the Clinton County Nursing Home.
County Administrator Michael Zurlo told the Legislature that the 1986 jail project had been financed through the Municipal Leasing Corporation and that “all associated debt with that project has been exhausted,” meaning the county must now take title to the property; the change lowers debt service in the 2017 budget. Resolution #860, authorizing the chairperson to execute closing documents related to the purchase option and conveyance of the Clinton County Jail Complex to Clinton County, was moved by Legislator Christopher Rosenquest and carried 10-0-0.
The Legislature also approved Resolution #861 to advertise a public hearing and allow public viewing of the draft Local Solid Waste Management Plan (LSWMP). County Administrator Zurlo said the LSWMP must be updated every 10 years and submitted to the New York State Department of Environmental Conservation; the draft prepared by Barton & Loguidice, PC and Casella Waste Systems will be available for public viewing in the Legislative Office next week and posted on the County’s website. The motion to advertise the hearing carried 10-0-0.
On a related human-services item, the body approved Resolution #870 to increase room-and-board rates for skilled nursing facility residents. “The Clinton County Nursing Home is approximately $100 cheaper than any other nursing home in Clinton County,” Legislator Robert Hall said during discussion. The motion carried 10-0-0.
The meeting also included routine committee and liaison reports. Legislator Rob Timmons reported Buildings and Grounds updates from Superintendent James Cleveland, including progress on the Human Service Center lounge and annex project, the Old Courthouse exterior renovation and the Child Advocacy Center project. Economic Development discussions covered proposed changes to the county’s Title VI Plan, Saranac River Trail Greenway easements and assessing-service contracts.
County Attorney James Coffey requested an executive session to discuss litigation involving the Empire Chapter Associated Builders and Contractors and Luck Brothers, Inc. related to projects at the Plattsburgh International Airport; the Legislature entered executive session at 7:30 p.m. and returned at 7:47 p.m. No public action was reported from the closed session. The meeting adjourned at 7:48 p.m.
