Fulton County commissioners approve HR changes, veteran-staffing update and several administrative measures

At their Nov. 25 meeting the Fulton County commissioners approved amendments to HR Section 212, designated Veteran Affairs Director Richard Newman as working 30 hours per week (qualifying him for full-time benefits), reappointed conservation district members and approved multiple invoices and administrative items.
Fulton County commissioners on Nov. 25 approved a package of administrative measures including changes to the county HR Manual, a staffing-status change in Veteran Affairs, several reappointments and multiple routine financial approvals.
HR Administrator Mary Huston discussed proposed changes to Section 212 ("Employee Benefits"); following discussion, Commissioner Steven L. Wible moved to accept Huston’s proposal to amend Section 212 and the motion passed unanimously. Commissioners asked Huston to return with the finalized language for formal adoption at a later date.
Commissioner Hervey P. Hann moved to approve Veteran Affairs Director Richard Newman to work an equivalent of 30 hours per week, which the minutes state qualifies him as a full-time employee with benefits because of additional duties assigned by the state related to the Disabled Veterans Real Estate Tax Exemption. The motion carried with all in favor.
Administrative actions approved in the meeting included Conservation District reappointment letters for Gene Mellott and Mark Knepper; retroactive approval for Chief Clerk Stacey M. Shives to electronically execute Krivak Trust signatory documents tied to a Treasurer’s Office transition; retroactive approval of a travel request for Shives; authorization for Amy Bishop, Interim County Treasurer, to obtain a county credit card; approval of several invoices (William Penn Printing; Elect IT Solutions; HART) and acceptance of EPayment Now dog-license receipts. The board also approved a CCAP PCoRP final installment contribution and authorized submission of a Wellness Improvement Program grant application to reimburse drinking-water purchases and to procure an AED for a county building.
The board noted a scheduled bid opening for 119 North Second Street, McConnellsburg at 9:00 a.m.; the minutes record that no bids were presented. Commissioners also met via Zoom for a CDBG kickoff for the Warfordsburg Senior Center with SEDA-Cog and local aging-service officials, and approved a request by Paula Shives of the Fulton County Association of Township Officials to plant a commemorative tree on the courthouse lawn for America250PA. Commissioner Randy H. Bunch moved to authorize a letter naming Marty Mettille as Fulton County’s advisor for America250PA events; that motion passed unanimously.
