Vice-Chairwoman Heather Knebel, 3rd District Supervisor, presided at the meeting. The board recorded 1st District Supervisor Curt Hilmer, 2nd District Supervisor David Turner, 3rd District Supervisor Heather Knebel and 5th District Supervisor Curt Kupka as present; 4th District Supervisor Mark Doland was absent. County Auditor Karen Rohrs was also present.
The resolution (RESOLUTION 3-9-2026A) was offered amid staff and expenditure changes. The minutes state the remaining funds were needed because Veterans Affairs/Relief Services was still using a part-time employee, Mental Health planned a change from part-time to full-time staffing, and District Court expenditures had increased. The resolution cites Iowa Code 331.433(6) as the statutory basis for county appropriations and lists the departmental amounts: Veterans Affairs $105,437; Relief/Social Programs $79,630; Court Services $69,000; Mental Health $44,351, for a total appropriation of $298,418. A roll-call vote recorded Hilmer, Turner, Knebel and Kupka voting aye and the resolution passed and was adopted.
The board also moved to approve claims for payment presented at the meeting totaling $152,393.88; the motion carried with all votes recorded as aye. The minutes do not break down the individual claim line items.
Earlier in the meeting the board recessed into a closed session under Iowa Code 21.5.1(c) "to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent." Attorney Amy Reasner of Lynch Dallas Legal joined the closed session by phone. The board returned to open session at 9:01 a.m.; the minutes record that no action was taken during the closed session.
Under new business, Supervisor David Turner requested a meeting with the county attorney to explore adding language to service contracts that would permit the county to terminate agreements before their expiration dates. Supervisor Heather Knebel reported that she and Supervisor Kupka had attended a Farm Bureau meeting and discussed county budgets. The board adjourned at 9:18 a.m.
