Hanford planning commission approves tattoo studio at 580 South 11th Avenue

The Hanford City Planning Commission on Dec. 9 voted to approve a conditional use permit allowing a tattoo studio to operate in an existing suite at 580 South 11th Avenue (parcel 012-332-014) in the MXC corridor mixed-use zone.
Planning staff told the commission the proposed tenant fits within the shopping-center suite and that tattooing and body art are classified as a conditionally permitted use in the MXC district. Staff said the project would be required to comply with California building and fire codes, the Kings County Department of Public Health, and the state Safe Body Art Act, and that the proposal is categorically exempt from further environmental review under CEQA section 15301. Staff recommended adopting Resolution 2025-36 to approve Conditional Use Permit #0055-25.
At the public hearing, applicant Ernesto Medina described his years of experience and asked the commission to approve the permit so he could operate a business and support his family. "I tattoo on everybody from different walks of life, provision officers, police officers, nurses, doctors, construction workers," Medina said. He told commissioners he began tattooing in 2008 and that his shop would require parental consent and documentation (a birth certificate) for underage clients while providing consent forms and verbal aftercare instructions.
Commissioners asked whether existing site elements—setbacks, reduced landscaping and lack of a fence or wall—would need to change. Staff said those elements are legally existing nonconformities from the original development and the tenant fit within the existing improvements; no major site development was proposed that would alter those conditions.
A motion to adopt Resolution 2025-36 approving CUP #0055-25 was moved, seconded and approved by roll-call vote. The commission closed the public hearing after the vote.
The permit includes conditions noted by staff to ensure compliance with county public-health requirements and the Safe Body Art Act; the commission did not add additional operating-hour limits or site improvements at the meeting.
