Frenship ISD opened a public hearing to present its district annual report and the targeted improvement plan for Willow Bend, a campus that did not meet state accountability expectations. Administration said the full district annual report — an 800‑plus page packet compiled from Texas Education Agency data, PEIMS reporting and campus improvement plans — will be posted on the district website after the meeting.
"In this 800 plus report, you will notice that there are eight different sections," said Amish Stroop, who presented the annual report. Stroop outlined the report’s coverage of accountability ratings, special education determinations, STAAR performance, annual growth, attendance and graduation data, PEIMS reporting and the district’s accreditation status. "That concludes the district annual report," Stroop added after the overview.
The hearing also covered Willow Bend’s targeted improvement plan, required under the Texas Education Code for campuses that do not meet accountability expectations. Lindsay Lillefeld, identified in the meeting as principal of Willow Bend, described steps taken after a TEA diagnostic review, saying TEA appointees conducted classroom visits and interviews with staff and students. Lillefeld said her team used the diagnostic findings to draft a plan that emphasizes instructional excellence through high‑quality curriculum, progress monitoring systems, common formative assessments, professional learning communities and intensive coaching for teachers.
"They really focused on professional learning when we got back from January and how to move forward for this school year," Lillefeld said, summarizing the campus’s priorities.
Administrators said milestones in the plan began before the state released accountability ratings and that the campus will continue to monitor student growth and make refinements at year’s end. No public comments requesting changes to the documents were recorded during the hearing.
The board closed the public hearing after the presentations. The administration said the district annual report and campus materials will be posted on campus and district websites for public review and that the Willow Bend targeted improvement plan will guide work on instructional practices and monitoring for the remainder of the year.
