Hanford council approves $110,000 in additional appropriations for Bob Hill Youth Athletic Complex

Hart described changes made since the construction contract was awarded: the building pad was extended to accommodate a longer prebuilt building and electrical equipment, a fire lane was added for emergency access, bleachers were moved closer to the field, and crew work uncovered unrecorded utilities that required coordination and rerouting. She said staff coordinated electrical and water line work and that the contractor would set the prebuilt building with a crane before final paving.
On the schedule, Hart said the city issued a partial notice to proceed in January 2025 for long‑lead items, released a full notice to proceed in July 2025 and expects substantial completion around February 2026 so the park is ready for the March 2026 season.
Hart presented fiscal details: the original project budget was $1,600,000; bids for interior furnishings averaged roughly $35,000 and staff requested an additional $75,000 in contingencies to cover requested scope changes and keep the schedule on track. Hart said some ADA ramps and other accessibility work would be funded from existing CIP line items and did not require new appropriations.
Councilmembers praised staff for the work and agreed the additional equipment funding was necessary to avoid leaving the facility incomplete. The council approved the consent calendar motion that included the appropriations; the motion passed 5–0.
The council directed staff to continue coordination with Hanford Youth Baseball on a final operating agreement and to return with any remaining contract details. Hart said remaining construction items (including utility tie‑ins and building set) would be completed before the target opening window in early 2026.
