City planning staff presented the continued public hearing on the Copper Ridge Mixed‑Use Project, a proposed development and annexation north of Grangeville Boulevard and east of 9th & A Quarter. The project proposes to develop approximately 83.61 acres into 650 residential units (about 300 multifamily and 350 single family) and a 5.45-acre neighborhood mixed‑use site plus related annexation and pre‑zone actions. Staff said the project was evaluated in an initial study and a mitigated negative declaration (MND 25.73) was prepared following peer review and agency consultation.
Several members of the public spoke both in favor and in opposition. Developer representatives and engineers (Lennar and QK, engineering) described planned road improvements including widening 9th & A Quarter and extending Leland Way, water‑system capacity upgrades and consistency with the general plan and circulation element. Neighbors raised safety and traffic concerns at 9th & A Quarter and asked that mitigation be required before construction. One commenter urged traffic mitigation and said the existing stretch is hazardous; another speaker raised questions about long‑term water supply and impacts on agricultural land. Staff and consultants responded that required road improvements are included in project conditions and that detailed analyses were included in the environmental document.
Council took separate actions necessary to move the project forward: they certified the mitigated negative declaration (25.73), adopted the general plan amendment (GPA 9‑24), introduced and waived first reading of the pre‑zone ordinance (25‑13), approved the tentative subdivision map (Tract 945 / Tentative Tract 12‑24) and adopted the planned unit development resolution (PUD 37‑24). Roll‑call votes on these independent items carried by recorded votes (council votes recorded as yes for the motions listed). Staff said the project will be forwarded to Kings County LAFCO for annexation processing as required.
