Plano ISD board approves resolution to sell any mineral interests in three surplus school properties to City of Plano

Plano Independent School District trustees voted unanimously Tuesday to authorize the sale of any minerals and mineral interests associated with three surplus school properties to the City of Plano.
Johnny Hill, deputy superintendent for business, said district staff revisited earlier surface-property resolutions and, after discussions with city officials and real-estate appraisers, recommended including mineral rights in the transaction. "What we are requesting now ... that we go back and we include all the mineral and the mineral interest along with the sale of those properties," Hill said.
The board considered a resolution that cites Texas Education Code §11.153, which authorizes a district to sell minerals by board resolution. Trustee Nancy Humphrey moved approval of the resolution; Trustee Tara Lance seconded. President Lauren Tyra called the vote and recorded seven hands in favor and none opposed; the motion passed unanimously.
Board Secretary Tara Lance then read the resolution into the record, noting that it ratifies earlier findings, authorizes sale of minerals and mineral interests "if any" for Armstrong Middle School (3805 Timberline Drive), Davis Elementary (2701 Park Haven Drive) and Foreman Elementary (3600 Timberline Drive), and delegates authority to execute deeds once contract terms are satisfied.
The resolution also instructs district administration to take any actions necessary to effectuate the sale. No amendments or public objections were recorded during the discussion; the board had previously declared the properties surplus and authorized surface sales on June 24, 2025.
Next steps identified by the board include finalizing contracts and deeds with the City of Plano and completing any statutory or administrative steps required to transfer interests.
