Ware County flags drainage concerns on Emerson Park paving; Scruggs contract, pipe purchase advance to regular agenda

County Manager James Shubert told the Ware County Board of Commissioners at its Jan. 12 work session that Emerson Park roads should be reevaluated for drainage before paving because the roads lack ditches and could flood if paved without improvements.
Shubert said adding drainage to paved roads increases costs; Commissioner Barry Cox encouraged staff to also consider paving in the Millwood area. Chairman Elmer Thrift and Shubert noted that a contract with The Scruggs Company for Phase 2 local funds paving must be approved before paving work begins and reported no immediate objections to approving the contract.
Separately, Shubert presented a procurement request to purchase driveway pipe for Public Works inventory — equipment installed at homeowner expense — with a requested purchase amount of $14,704.87. Both the paving contract and the pipe purchase were placed on the regular meeting agenda for formal action.
No final contract approvals or paving work orders were executed during the work session; the items were advanced for decision at the regular meeting.
