Medical Care Facility reports higher census, $1.2 million Medicaid rebill and ongoing staffing pressures

Kurt Sapp, Administrator of the Oceana County Medical Care Facility, presented the facility’s annual report July 10 to the Finance and Administration Committee, outlining leadership changes and operational highlights.
Sapp said the facility added an Assistant Director of Nursing and a Staff Development registered nurse and that passage of an eight-year millage will support ongoing operations. He reported a recent provider contract with Priority Health, and that census has increased from the 70s to the 90s, though sustaining that growth remains a market challenge. State-mandated staffing requirements rose last year, and Sapp said the facility’s staffing levels were already above those requirements and contributed to its five-star rating.
Cindy Leone, Financial Controller, cautioned that the presented annual report precedes final audited financial statements and that year-end adjustments (notably MERS entries) can change published figures. Leone said a one-time Medicaid rebill resulted in a material adjustment of $1.2 million. The report lists gross resident revenue of $13,678,883 with 81% from Medicaid, 7% from Medicare and 11% private pay; operating expenses continue to exceed revenue but are offset by millage funds, State of Michigan support and grants.
Committee members discussed operational measures at the Transfer Station and the backhoe sale; staff will publish updates and begin scale use while scale paper is ordered. The committee also reviewed claims and was told the FY2024 audit was completed and submitted to the state on June 30, 2025, enabling FY2026 budget scheduling.
