Oceana County board suspends outside contributions for 2025, approves vehicle purchase amendment and payments

The Oceana County Board of Commissioners voted March 27 to suspend any and all financial contributions to other units of government or agencies outside Oceana County for the remainder of 2025 unless those contributions had been approved in the 2025 budget; any new requests will be considered during the 2026 budget process.
Commissioner Tim Hardy moved the suspension (supported by Commissioner Paul Erickson), and members cited program cuts outside the board’s control and uncertainty about 2026 funding as the rationale. The motion passed on a roll‑call vote with all five commissioners in favor.
The board also voted to amend a previously approved animal control vehicle purchase (Motion 2025‑16). Commissioners approved changing the vendor and price: the truck will now be purchased from Don Rypma Chevrolet for $45,932.55 rather than the originally planned Meyer Chevrolet vehicle priced at $43,143. The board noted the originally selected vehicle had been sold. The vehicle appropriation in the budget remains $50,000 and includes up to $1,000 for light bars and decals.
On payments, the board adopted Motion 2025‑38 approving payment of accounts payable and release of funds for March 27, 2025. The meeting packet lists line‑item disbursements across multiple funds; the board meeting minutes record a grand total of $634,142.71. In the earlier Finance and Administration Committee review, staff presented a subset of claims totaling $322,238.94; the board approval recorded a different grand total in the full meeting packet. Commissioner Tim Beggs abstained from the vote on claims due to a conflict of interest; four commissioners voted yes.
Administrator Tracy Byard provided additional updates: a transfer station scale installation is scheduled for April, RFPs for janitorial and equalization services have been posted, and continued work is planned on the building‑department move and chiller electrical items. Planning Commission Chair Garry McKeen noted the county pays $7,465 to the West Michigan Shoreline Regional Development Commission for support services and said the county benefits from that relationship.
