Oceana County commissioners approve courthouse security purchase, adopt bylaws and approve claims; $45,000 Rothbury request fails

The Oceana County Board of Commissioners on March 13 approved several administrative actions, including the purchase of a new courthouse metal detector and revisions to the Brownfield Redevelopment Authority bylaws, and approved payment of claims totaling the amounts listed in the meeting minutes.
The board adopted Motion #2025-31 to purchase a Garrett Paragon ADA-compliant metal detector at $7,113.32 pending verification that installation is included; the motion, moved by Commissioner Beggs and supported by Commissioner Hardy, passed on a unanimous roll-call vote (Beggs, Hardy, McCormick, Erickson and Chair Robert H. Walker voted yes). The board directed staff to confirm whether installation and any needed electrical work were covered by the quote and, if not, to report back with costs.
The board also adopted Motion #2025-32 to approve revised Brownfield Redevelopment Authority bylaws (moved by Commissioner Paul Erickson, supported by Commissioner Hardy); the roll-call vote was unanimous. The authority continues work using a $300,000 EPA Community Assessment Grant, with roughly $270,000 of that grant already committed to local projects, the county’s economic-development representative said.
Motion #2025-33 reappointed Larry VanSickle and Lucinda Shafer to the West Michigan Community Mental Health Systems Board for three-year terms ending March 31, 2028 (voice vote; motion carried). Motion #2025-36, to approve payment of claims and release of funds, was adopted; the minutes list a grand total of $931,855.86 across fund summaries and show the presented claims detail totaling $137,012.02 in the Administrator’s report.
A separate funding request, Motion #2025-34, would have appropriated $45,000 from the general fund to the Village of Rothbury for improvements to the Hart-Montague Bike Trail. That motion, moved by Commissioner Erickson, failed for lack of support and was not voted on. Chair Walker criticized a perceived lack of equity in prior county funding decisions, saying in part: "If we felt it wasn’t right to put $40,000 into this, we had no problem giving the village manager from Pentwater $20,000 to dredge a harbor two years ago." The board did not take action on the Community Services Building window replacement (Motion #2025-35) and asked staff for more detailed 'not-to-exceed' pricing in case rot is discovered in window framing.
