Plano ISD highlights JROTC growth as state law moves program into CTE pathway

Dr. Kristen Edney, executive director of CCMR, told the board Jan. 20 that JROTC has seen enrollment growth and programmatic expansion and that recent state changes have integrated JROTC into career and technical education funding and pathway options.
Edney said House Bill 2 placed JROTC under the CTE cluster and provides CTE-weighted funding and potential graduation endorsement credits for students completing a four‑year pathway. “JROTC is now under the CTE and it is a CTE program of study under law and public service,” she said, adding the change could also increase scholarship opportunities for cadets.
Plano ISD presenters stressed the program’s expansion into STEM — drones and robotics — and cited partnerships with the University of Texas at Dallas, UT Arlington and Texas A&M that support competitions and mentorships. Edney said the district projects more than 500 cadets next school year and highlighted community service and college‑and‑career outcomes, including students pursuing service academies and selective universities.
Trustees praised instructors and noted the program’s evolution from traditional drill and ceremony to leadership, STEM and community service activities. The board received the report (informational) and offered thanks and recognition to program staff and cadets.
What happens next: District leaders will continue to expand pathways and track CCMR crediting and scholarship opportunities as state implementation details are finalized.
