Fairfield council endorses park design changes and approves playground Option 2

Fairfield Town Council members on March 11 directed staff to add a flagpole and other changes to the park landscaping plan and approved playground Option 2 with an expanded rubber-mulch surface.

During public comment a resident (S7) suggested a flagpole to celebrate the town's history; council members discussed possible funding sources, including donations, the American Legion or an Eagle Scout project. Planning-and-zoning member S6 and staff reviewed park drawings and the council asked the designer to include the flagpole and to locate monuments more deliberately.

The council reviewed three playground options and debated rubber mulch versus artificial turf. Staff (S8) told the council turf would add about $20,000 and can be hotter in warm climates; one option included a larger 4,700-square-foot footprint while a smaller option covered 2,700 square feet. Prices for play systems discussed ranged into the mid-hundreds of thousands; installation and shipment times were noted as additional costs and schedule considerations.

Council member S5 moved to approve Option 2 with the larger rubber-mulch surface. After discussion and a second, the motion passed on an affirmative vote. Members emphasized prioritizing functional play equipment and neighborhood use while balancing cost and long-term maintenance.

Staff also reported park finances: roughly $615,000 has been spent from a $750,000 appropriation, leaving about $520,000 on hand; staff said grant applications are pending, including a possible $200,000 park grant and a grant for a pavilion with bathrooms.

Next steps: staff will return revised landscaping plans with the flagpole and monument locations and proceed with procurement for the approved playground option.
